Backlinks are a big part of getting a favorable listing on Google. The more relevant that site is to your article the better rating it will have. I've listed many of the sites I use which are good places to start. I would also suggest that you do a Google search of the keywords you use in your article or blog. Check the first few pages of your search and see if there are any of those that you can get backlinks from. Backlinks from relevant sites will really give your page a very good boost in rankings.
Here are the major search engines to use for URL submission. I'll list some others later but you want to make sure you get listed in these.

SEO Analysis Tool This is a great site to check how your page is ranking and gives suggestions on various attributes of your page. Look toward the bottom of the page for some great keywords also.

Once you have your blog listed in the search engines go back and make a few changes in the first paragraph. Then use the following services to "Ping" your sites. It helps get your website listed in other directories.
Don't use these services much more that once a week and after you update your article or blog. Just use one at a time then use the other the next time.
